How do I link a specific page to the Headline Category? It currently is linking to a post. I would like to click on the headline and direct it to a specific page.

Actually, the thing is you cannot link a page to the category. The category will link to the post page associated to that category.
If you want to link the menu to a particular link as you want then you can use a custom link.

Please follow below given steps to add the custom link to the menu and display them in the main menu.
Step 1: Go to Admin Panel > Appearance > Menus and select the menu that you wanted to display in primary menu location.

Step 2: Select the custom link option at the left side and begin adding the text and the custom links that you want to link that text with. Finally, click on “Add menu” and save the menu.

The link should NOT appear in the primary menu. We only want to change the URL (edit the Permalink) for the headlines so that they link to this page: https://crdcstaging.wpengine.com/tp-course/northern-ireland/
instead of where it goes now: https://crdcstaging.wpengine.com/blog/2018/07/24/https-crdcstaging-wpengine-com-tp-course-northern-ireland/Does that make sense?
There are four headlines, so the Ireland course is one example.
